Vellum

A vellum is the final, official version of a Bill, bound and submitted to the Governor for assent. It serves as the authoritative legal record of the legislation once passed.

Uses of the Vellum in County Assemblies:

1. Presentation for Assent:

   • Once a Bill has gone through all stages in the County Assembly (readings, committee stage, etc.) and has been passed, the vellum is prepared and submitted to the Governor for assent.

   • The Governor signs this version to formally enact it into County Law.

2. Archival Record:

   • The vellum acts as the official legal record of the law as passed.

   • A copy is kept in the County Assembly’s archives for reference, transparency, and legal purposes.

3. Authentication of Legislation:

   • Only the vellum version, once assented to, is considered authentic and enforceable.

   • It contains all amendments, formatting, and official seals necessary to distinguish it from draft versions.

4. Transmission to Other Offices:

   • After assent, copies of the vellum may be transmitted to relevant institutions (e.g., County Attorney, County Gazette, etc.) for publication and implementation.
